David Smith is a seasoned public safety professional, entrepreneur, and community leader with a career spanning more than three decades across military service, corrections, emergency response, business, and healthcare. Currently based in Fort Myers, Florida, he has dedicated his professional life to leadership, service, and improving the well-being of individuals and communities.

Born and raised in Pennsylvania, David began his career by serving six years of active duty in the United States Navy as an Electronics Technician. He was honorably discharged in 1987 with the rank of E5, laying the foundation for a lifelong commitment to discipline, leadership, and public service.

In 1988, David joined the Pennsylvania Department of Corrections, where he built an accomplished career that culminated in the rank of Corrections Officer 4 (Captain). During his tenure, he served on specialized units including the Corrections Emergency Response Team (CERT), Fire Emergency Response Team (FERT), Security Analysis Team, and Operations Analysis Team. In these roles, he was responsible for evaluating correctional facility security measures, operational effectiveness, and emergency preparedness, contributing significantly to institutional safety and performance. He also continued his service to the nation through two years with the United States Navy Reserve.

Committed to community service, David became a volunteer firefighter and Emergency Medical Technician with the Smithfield Volunteer Fire Department in 1991. He held several leadership roles within the department and founded the Quick Response Service, an innovative rapid-response initiative designed to provide immediate assistance and stabilization to individuals involved in accidents and emergency situations before additional responders arrived on scene.

Alongside his public service career, David pursued his entrepreneurial ambitions by founding R&C Scuba in 2006. Through the business, he continues to teach SCUBA diving, combining his passion for education, safety, and adventure while helping others develop confidence and technical skills in underwater environments.

Following his retirement from the Pennsylvania Department of Corrections in 2015, David partnered with his wife to establish Sunshine Psychiatry, LLC, in 2018. Recognising a growing need for compassionate, patient-centred mental healthcare, they built the practice around a commitment to delivering high-quality care and ensuring individuals receive the support, dignity, and attention they deserve.
